Early Republican, and Congressman from Illinois, Richard Yates's remarks on an early attempt to pass the Homestead Act. This 1854 attempt would be blocked by Southern pro-slavery Democrats. Yates would go on to run for Illinois Governor as a Republican in 1860. He and Lincoln each supported the other during the 1860 election. Lincoln would sign the first Homestead Bill in 1862.
